Which bit?

The HTML and CSS were almost certainly written in a text editor (since most sites of reasonable quality are, and the code doesn’t have any fingerprints from any graphical editor that I recognise).
The graphics most likely created in Photoshop.
The server side bit is probably WebObjects, at least in part.

They are most likely going to use Adobe Dreamweaver (creates the layout of the site) and Photoshop (edits the graphics).

Most likely Dreamweaver or ForntPage (for the coding) and photoshop for the design work. However there are a number of other programs out there that can do this…
